DECEMBER 21, 2016


Mayor Blackmore called the meeting to order at 7:00 p.m.
In attendance were Mayor Vance Blackmore, Deputy Mayor Marigay Wilkins and Councillors Karen Aranha, Douglas Bartlett, Rick Cowell, John Kavelaars, Don McCallum and Martin Vink.
Staff members in attendance were Administrator/Clerk Janneke Newitt, Treasurer Kristen McGill and Public Works Manager Tara Clayton.
Mayor Blackmore introduced Tara Clayton, the new Public Works Manager.

That the agenda be approved with the following additions:
-Item #8(2) action correspondence – Curling Club request;
-Item #3(1) for closed session – offer to purchase land.


No disclosures of pecuniary interest were declared.

That the regular meeting of Council be suspended in order to meet as a Committee of Adjustment under Section 45 of the Planning Act R.S.O. 1990, as amended.                                                                        

Mayor Blackmore reconvened the Council meeting after the Committee of Adjustment meeting.

Request of Elizabeth Cummings to attend LICO Drainage Conference

That the request of Elizabeth Cummings to attend LICO Drainage Conference on January 24-26, 2017 be approved.

Request for donation - Glencoe Curling Club

That the request for a $500 donation to the Glencoe Curling Club to advertise for the Masters Tournament in January be approved.



Hiring of Three Recruit Fire Fighters

That Council approve hiring Ryan Mercer, Seok Hwan Choi and David Campbell for the positions of Fire Fighter on the Wardsville Station roster of the Southwest Middlesex Fire Department.


Strategic Planning Promotion

M. Wilkins / J. Kavelaars  
That Southwest Middlesex purchase one-page ads in three issues of the Realty Street brochure in 2017 at an estimated total cost of $1,000.

Comprehensive Library RFP – verbal

A slide show and verbal presentation was received on the six proposals received for the new comprehensive library.  Committee members, including Middlesex County Library staff, provided input.  Friends of the Glencoe Library were also involved in the ensuing discussion.

2016 Communities in Bloom Support Review

1.That a line item amount of $5,000.00 be included in the 2017 economic development budget for Southwest Middlesex Communities in Bloom activities with further discussion to take place during the 2017 municipal budget deliberations if necessary. Also, that any balance remaining in the budget allocated for 2016 be allocated to a reserve fund for an approved future project;
2.That Councillor Cowell be appointed for 2017 to act as a council member liaison who would attend meetings (usually 9 or 10 one-hour meetings per year) on a volunteer basis to strengthen the voice of the municipality;
3.That knowledgeable staff support be provided for minimal administrative needs of the committee including recording of minutes/ attendance at meetings, various administration and/or financial support activities;
4.That the Municipality continue with an action plan to address some of the specific suggestions made by the Communities in Bloom judges to improve Southwest Middlesex;
5.That the Municipality continues to encourage all groups (residential and business) to participate in maintaining an active and vibrant Communities in Bloom committee, and
6.That a review of the above commitments takes place at the end of 2017.

Public Works

Haggerty Drain No. 1 – Withdrawal of Request for an Engineer Report under Section 78 of the Drainage Act

That council refer the August 5, 2016 Haggerty Drain No. 1 report back to R. Dobbin Engineering for reconsideration due to a request to withdraw the initial petition.


St. Clair Region Conservation Authority Meeting Highlights – December 8, 2016

That the St. Clair Region Conservation Authority Meeting Highlights dated December 8, 2016 be received.


There were no items of unfinished business to complete.

That the following by-laws be given first and second readings:
  • By-law No. 2016/099, to confirm the proceedings of the council of the Municipality of Southwest Middlesex (December 14, 2016)
  • By-law No. 2016/100, to appoint a Committee of Adjustment for the Municipality of Southwest Middlesex
  • By-law No. 2016/101, to authorize the execution of planning services agreement between the County of Middlesex and the Municipality of Southwest Middlesex

That the Information Correspondence be received and filed.        


  • Councillor Vink thanked Public Works staff for the quick response to the damage caused on Centreville Road.
  • Councillor McCallum raised a concern over slippery sidewalks in Melbourne.
  • Councillor McCallum commented on the recent petition for work on the Melbourne Municipal Drain.
  • The Administrator/Clerk clarified a few points on the consent applications that were before the Committee of Adjustment earlier in the evening.

CLOSED SESSION (Committee of the Whole)

That, as of 9:23 p.m., the next portion of the meeting be closed to the public as permitted by Section 239
of the Municipal Act S.O. 2001, c.25, to discuss the proposed disposition of land (an offer to purchase Southwest Middlesex property in Appin).
