SOUTHWEST MIDDLESEX COUNCIL MINUTES  -   JUNE 21, 2017

The Municipal Council of the Municipality of Southwest Middlesex will meet in Regular Session in the
Council Chamber on June 21, 2017 at 7:00 p.m.

COUNCIL PRESENT:

Mayor Vance Blackmore (Chair presiding), Deputy Mayor Marigay Wilkins, Councillors Karen Aranha, Doug

1.Sending a letter to the O.P.P. reconfirming the arrangement whereby they enforce the Trespass to Privacy Act at this property on our behalf;
2.Replacing the park signs regarding The Trespass to Privacy Act and increasing the number/location of these signs;
3.Purchasing and installing two barricade gates behind the arena up to $5000;
4.Adding a flood light facing the skateboard park on the Project 2000 building up to an amount of $1500.

THAT Council allows the CommonWealth Dog Park Committee to sell 2’X3’ aluminium advertisments at the dog park for $100 (including HST) per year with all proceeds held for future dog park improvements to be recommended by the committee for council approval.

5.Simpson Street Park

THAT Council directs staff to proceed with the hydro repairs to Simpson Street park along with the repairs to the park at this location that are budgeted for 2017.

15. CLOSED SESSION (Committee of the Whole)

THAT Council go into closed session, at 8:15 p.m., as per subsection 239(2) of the Municipal Act, 2011, to consider the following:
a.Personal matters about an identifiable individual, including municipal  or local board employees;
b.Advice that is subject to solicitor-client privilege, including communications necessary for that purpose;
Specifically the matter relates to the following:
Personal information related to identifiable individuals, including a municipal employee; and Advice that is subject to solicitor-client privilege.

Campbell Building Matter

THAT staff be directed to enter into an agreement on behalf of the Corporation of the Municipality of Southwest Middlesex with the land owner of 4898 Falconbridge Drive in Southwest Middlesex, to allow the owner to construct a new dwelling on the property and retain the existing dwelling for a period of time during construction; and
THAT the agreement include the following conditions related to the requirement for a building permit for the new dwelling and a permit to demolish the present dwelling:
·a cashable security deposit in the amount of $5,000, refundable upon successful execution of the agreement, with no interest to be paid on the security deposit while in the possession of the municipality;
·that the owner shall demolish the present dwelling as per the demolition permit within ninety (90) days of the issuance of an Occupancy Permit by the municipality for the new dwelling and/or by June 30, 2018, whichever is earlier;
·the owner agrees to forfeit the security deposit in the event that the time limit for demolition is not adhered to;
·opportunity for the Owner to apply to the council of the municipality for an extension of the time limit if there are extenuating circumstances, which may or may not be approved;
·that the Owner agrees that the municipality shall have the authority to enter onto the property to carry out the demolition if the Owner does not comply with the agreement;
·that any costs incurred regarding the demolition by the municipality shall be the sole responsibility of the Owner and shall be collectable in a manner as taxes, if necessary;
·and that the agreement shall form part of the building permit associated with the property.
