MUNICIPALITY OF SOUTHWEST MIDDLESEX COUNCIL MINUTES
DECEMBER 16, 2015

CALL TO ORDER

Mayor Blackmore called the meeting to order at 7:00 p.m.

In attendance were Mayor Vance Blackmore, Deputy Mayor Marigay Wilkins and Councillors Karen Aranha, Rick Cowell, John Kavelaars, John Kendall, Don McCallum and Martin Vink.

Staff members in attendance were Administrator/Clerk Janneke Newitt and Public Works Manager Jaime Francisco.  Utility/Drainage Superintendent Liz Jeffery was present for the Deputations and Petitions
portion of the meeting.

DEPUTATIONS AND PETITIONS

Keet Municipal Drain – Meeting to Consider Engineer’s Report

Mayor Blackmore called on engineer Ray Dobbin to present the report on the Keet Municipal Drain, as prepared under Section 4 of the Drainage Act.  No landowners assessed on the drain were present.   Council
members raised a few questions for clarification.

Court of Revision – Ensil Irwin Drain, Coulthard Drain, H. Buurma Drain

That the regular meeting of Council be suspended for the duration of the Ensil Irwin, Coulthard and H. Buurma Drain Courts of Revision under Section 46(3) of the Drainage Act.

Councillors Cowell, Kavelaars and Kendall moved back from the table.  Mayor Blackmore acted as chair of the Court of Revision, calling it to order.  No landowners on the drains were present.
The Administrator/Clerk advised that no written appeals had been received.  No one asked to submit a
verbal appeal.  Chair Blackmore closed the Court of Revision and called the Council meeting back to order.

BUSINESS ARISING FROM THE MINUTES

The Administrator/Clerk reported that Scott Praill of Dillon Associates was engaged, at an upper limit of $1,500, to give the Municipality an independent technical report on the benefits of the Bothwell standpipe and the Newbury water system to the Southwest Middlesex water system.
Mayor Blackmore advised that a letter had been sent to the ELM Children’s Centre asking for an indication. by the year end, of the Centre’s interest in a partnership of some kind with the new library project.

Source Water Protection

That, in accordance with the Source Water Protection Plan policies that affect this municipality, Southwest Middlesex will:
1.work with the local conservation authorities and provincial partners to develop appropriate education and outreach programs as per policy 1.01;
2.commit to amend, if applicable, the Official Plan within three years of the effective date of the Source Protection Plan, and to amending the Zoning By-law within three years of the Official Plan amendment, to conform to the policies that address significant drinking water threats as per policies 1.06 and 1.09;
3.consider implementing septic system inspections within vulnerable areas as per policy 3.01; and
4.consider possible local CA involvement in the environmental assessment review program as per policy 4.12. Carried

The Administrator/Clerk advised Council of the planned logistics for the replacement of the municipal office carpet.

McKellar Street Lots – verbal update

The Administrator/Clerk provided a verbal update on the Phase 2 ESA for the municipal property on McKellar Street in Glencoe.

September 20, 2016.

COUNCILLORS COMMENTS AND ENQUIRIES

  • The Public Works Manager advised that the final inspection of the Watterworth culvert had taken place that day, with satisfactory results.
  • The Administrator/Clerk provided a verbal update on the work needed for the archeological study required as part of the industrial park Certified Site program approval.
  • The Administrator/Clerk advised Council of written notice received from Equipment Operator John Stevenson of his plan to retire from the position as of February 12, 2016.

That the letter of pending retirement be received from John Stevenson with regret.                                             Carried

The Public Works Manager was instructed to submit an application for a long service award for John Stevenson from the Ontario Good Roads Association at the annual conference in February, with Mr.
Stevenson’s and his spouse’s travel expenses, awards lunch tickets and one night’s accommodation in Toronto to be paid by the Municipality.

The Mayor advised Council of the receipt of the 2016 donation of $5,000 from Marilyn Buttery of Commonwealth Financial.
