  • Several drainage matters were before council at the April 7th meeting including a request for a Mutual Agreement Drain on River Drive with the owners of Lot 8, Range 2 (former Mosa Township) under the provisions of section 2 (1) of the Drainage Act, a petition filed under Section 4 (1) (a) of The Drainage Act to create a new branch of the Kavlaars Drain, as well as a drain request under Section 78 of the Drainage Act. All three drainage matters were approved by council with Spriet Associates have been asked to prepare the report to replace an access bridge under the Section 78 petition.
  • Council anticipate receiving funds from OFMEM for increased training opportunities for volunteer fire-fighting departments.
  • Council supported the creation of a temporary full-time position related to records management to be funded from existing reserves set aside for the project management of the Laserfiche program. The position will be in place for a few months with an overall budget of $20,000.
  • The purchase of furniture and equipment (both indoor and outdoor) for the new child care facility was approved by council in the amount of $240,261.82. This amount falls within the budget for this project while allowing for future needs as programs develop over time. Also related to the new child care centre was an approval relating to establishing the ingress/egress for the site from Charlotte Street (as required by the County of Middlesex) - the cost is being taken from the Glencoe Child Care Reserve.
  • Council has chosen to continue with the deferral of interest and penalty on all Accounts Receivable for an additional 60 days (at which time it will be reviewed again). The Treasurer noted that the loss has been budgeted for in 2021 for half of this year but if it extends longer it may mean an increase to taxes next year or alternatively a scale back of services.
  • Operations presented reports following which Council approved the purchase of a new half-ton pickup 4 x 4 from Finch/Chev Cadillac in the amount of $46,330 with $11,300 moved from the Transportation Reserve for this purchase. Brine tender results were reviewed with four companies submitting a quote. The tender price supplied by Den-Mar Brines for the supply and application of a minimum of 18% Brine Solution at $0.066 price per litre was accepted. Council approved the recommendation of Spriet Associates for the selection of Omega Contractors at a cost of $1,727,423.93 for the construction of the Main Street Waterline in Glencoe. Council also approved Brad’s Lawn Care as the Turf Maintenance contractor for 2021 at an average cost of $1,510 for 16 municipal properties excluding the municipal arboreta properties. The arboreta will be cared for by Green Street Landscaping at a seasonal cost of $15,020. This covers the complete maintenance (trees, grass, pathways & flower beds) for both Arboretums in SWM in order to ensure that the investment in the arboreta continue to thrive and be a great asset to the municipality moving forward.
