Building Fees & Charges Public Meeting

The Municipalities of North Middlesex (2016 population 6,352), Southwest Middlesex (2016 population 5,723) and Adelaide-Metcalfe (2016 population 2,990) in conjunction with the Municipality of Middlesex Centre (population 16,451) have undertaken to review their responsibilities under the Building Code Act. The purpose of this report is to fulfil the requirements of the Building Code Act and the related Ontario Building Code where a municipality or municipalities are considering a change in fees or the introduction of new fees.

This report sets out the calculations of costs related to the administration and enforcement of the Act and the associated amounts for various fees required to recover those costs. The rationale for the proposed fees is based on full-cost recovery for the delivery of the building inspection service within the Joint Building Group municipalities.

Based on the findings of the study provided by Glenn Tunnock and having provided the opportunity for public input, council supported the adopted the recommendation for the Joint Building Group including:
A. adopting the recommended fee structure which includes the Cost Stabilization Reserve Fund surcharge (see images below).
B. to levy an annual adjustment in permit fees based on the Consumer Price Index (CPI) available through Statistics Canada.

The fee structure will also be reviewed by the member municipalities of the Joint Building Group for their support of the recommendation as well.

Zoning Amendment - 162 Main Street, Gencoe

An application proposing to rezone 162 Main Street, Glencoe from the ‘Institutional (I) Zone’ to the ‘Site Specific Restricted Commercial (C2-9) Zone’ was considered by council which would permit the former day care building to be utilized as a single unit dwelling, and to recognize the deficient lot line setback for the two existing accessory buildings.  The application is granted which will now allow for the existing building to be used for the purpose of a single unit dwelling on Glencoe's Main Street in the ‘C2 Zone’.

2022 Cost of Living Salary Increases & Benefits Renewal

Council was presented with a cost-of-living report at its January 26, 2022, meeting and referred it back to staff for a comparison of increases from nearby municipalities. Staff have undertaken a review of a four-year time period.  In 2019, council approved the revised salary grids provided by ML Consulting for all non-union personnel.  The remuneration by-law specifies that council remuneration shall increase by cost of living annually.  The practice has been to also increase the salary grid for all full-time, part-time, and volunteer salaries by cost of living on January 1 each year.

Statistics Canada has posted the 2021 annual Consumer Price Index at a 5.2% increase over the prior year.  Following discussion, which can be viewed on our YouTube channel, council approved a 3.4% increase to non-union full and part time staff while reducing the previously approved council pay increase from 5.2% also to 3.4%.

Following the wage discussion, council authorized the renewal of the benefits program with RWAM Insurance Administrators Inc. through our broker Selectpath Group Benefits along with an agreement to match coverage levels for union and non-union staff.  

Purchase of Equipment Attachments for Trackless Equipment

Approved in the 2022 Capital budget was $30,000 for the purchase of a new lawnmower for the Facilities & Recreation department.  Also approved in the 2022 Capital Budget is $50,000 for the Glencoe Garage Improvements.  Council approved the staff recommendation to add components to the existing Trackless machine which includes the purchase of a 10-foot finishing mower attachment that can be fitted on the Trackless machine (which will be used in the Facilities & Rec department during the summer months to cut all large park green spaces), the purchase of turf tires for the Trackless machine and the purchase of a broom sweeping attachment plus tank and spray kit that can be used in the downtown areas to eliminate weeds as well as sweeping transitions to the hard surface roads.

Because the purchase of the add-on equipment will require a recommended transfer of funds from the Glencoe garage improvements section of the 2022 budget which council approved.
