Planning application approvals included:

  • Consent application for the property known as 6079 Longwoods Road to sever a 0.5 ha (1.2 ac) parcel of land from the property legally described as Range 1, SLR, Part Lot 5, Municipality of Southwest Middlesex (Ekfrid) was granted.  The basis of this consent is to sever a surplus dwelling from farm lands.
  • Consent application for the property known as 3872 Parkhouse Drive sever a 0.4 ha (1.01 ac) parcel of land from the property legally described as Concession 1, South Part Lot 23, Municipality of Southwest Middlesex (Ekfrid), was granted.  The basis of this consent is to sever a surplus dwelling from farm lands.
  • Temporary Use By-law to allow for a granny suite at the property known as 908 Longwoods Road for as long as the temporary use is needed to a maximum of ten years.
  • A deferred planning application for a zoning amendment affecting the operations at 6460 Riverside Drive allowing for a pavilion shelter related to an agricultural use and a banquet hall was also granted.

Council received the following staff reports:

  • An updated Procurement Policy was presented to council and discussed.  This policy was presented to council in respect of Section 270 of the Municipal Act, 2001, which requires that all municipalities adopt a number of policies, including a policy related to procurement of goods and services.
    • Procurement policies are in place to support the goals of:
      • Effectiveness
      • Objectivity
      • Fairness
      • Openness and transparency
      • Accountability, and
      • Efficiency
    • This Procurement practice policy is in place to acquire goods and services to support the municipality’s objectives in providing public services while supporting cost-effective decision-making and managing risk. 
  • Proposed 2022 Budget Meeting dates to consider the 2022 Capital Budget and Operating Budget were set as follows:
    • October 27 - Departmental Business Plans & Budget Survey Results
    • November 10 - Capital Budget Review
    • November 24 - Operating Budget Review
    • November 25 - Operating Budget Review
    • December 8 - Operating Budget Review
    • December 22 - Operating Budget Review
  • Lethbridge Road options were discussed with council and their decision was to:  
    • Initiate a Section 4 under the drainage act as requested by the landowners. 
    • The process to close the road permanently with no traffic permitted due to the existing condition of the road would be initiated. 
    • Staff will continue a negotiation with the two landowners to see if they have interest in the Municipality transferring the lands to each landowner for their own use.
  • Speed Reduction Proposal was approved to reduce the speed limits on:
    • the easterly portion of Riverside Drive from 80 km to 50 km
    • Middlemiss Avenue from 60 km to 40 km

  • Council approved maintaining the current levy approach with Lower Thames Conservation Authority for a term of two (2) years.
